[ Before he left to attack Black Phantom, he told Magi to take PANDRA and do as he saw fit with its resources. He'd said he wasn't coming back, most likely, and that it didn't matter in any case. He's a ghost, who exists only to take care of some unfinished business. It was past time for everyone to move on.
